Amr Moussa, 74, is the tough, affable, plain-speaking secretary general of the League of Arab States. That he is known to be occasionally ill-tempered is hardly surprising — the states whose joint interests he represents usually squabble with each other, pursue narrow national interests with little regard for the common good, or are, more often than not, simply passive. Joint Arab action is exceedingly rare and usually ineffective. The post of Arab League secretary general is, therefore, not a comfortable one. Amr Moussa, a former foreign minister of Egypt, has occupied it since 2001.
